On March 6, 2025, the Cardano Foundation established its strategic partnership with Brazil’s state-owned IT firm SERPRO in Zug, Switzerland. With this collaboration, Brazil seeks to become a leader in digital government transformation by building digital infrastructure, blockchain education, and technological innovation.

Revolutionizing Brazil’s Public Sector with Blockchain Technology

Through its managerial responsibilities, SERPRO is a vital force in Brazilian digital governance. It handles more than 750 digital solutions, performs 33 billion transactions per year, and oversees 30.4 petabytes of data storage. The organization manages the Basic Platform gov.br for the federal government that powers 90% of public administration systems throughout Brazil.

The partnership between Cardano Blockchain and the government aims to develop public sector operations that integrate improved security measures with increased effectiveness and greater transparency. Blockchain systems strengthen data protection and stop fraud schemes, boosting Brazilian service quality for the nation’s vast population of citizens.

According to Cardano Foundation CEO Frederik Gregaard, the government of Brazil has chosen Cardano Blockchain as a crucial element to enhance its contemporary public sector infrastructure. The initiative supports the wider expansion of blockchain-aided process modifications throughout Latin American governments.

Comprehensive Blockchain Training for SERPRO’s Workforce

Through the partnership, SERPRO will receive the Cardano Academy educational program for its 8,000 personnel, including 2,000 developers. The initiative delivers advanced blockchain training to SERPRO employees through technical certification and professional development modules.

The partnership will conduct blockchain training events and masterclasses that build specialized knowledge in blockchain for SERPRO employees. SERPRO has entered its inaugural agreement with an international organization to deliver blockchain education, thus demonstrating its commitment to advancing field expertise.

Kleber Pereira dos Santos from SERPRO’s presidency team emphasizes that blockchain is an essential tool for Brazil’s digital transformation initiatives. The technological solution provides improved data accountability through a decentralized system, which helps decrease fraud and achieve operational excellence for states.

Prior to this partnership, the Cardano Foundation established a business relationship with Petrobras to strengthen its position in Brazilian markets. The Cardano Foundation’s LATAM Business Development Lead, Rafael Fraga, declared that the SERPRO collaboration represents a major advancement for blockchain application growth in public-sector environments.

According to World Bank records, Brazil is the second most capable country for digital government practices worldwide. Implementing blockchain technology aims to develop Brazil’s national reputation through innovative methods that enhance public service efficiency.

Through their partnership, the Cardano Foundation and SERPRO demonstrate how decentralized systems guide public sector digital transformation by introducing blockchain adoption standards into the Latin American region.
